0.3.0 release

Hi all

I've created the branch for the 0.3.0 release.
The branch is called R000300f0. Bug fixing and improvements of the
documentation are welcome on this branch. For general development please
use the CVS trunk.

I've also uploaded the Win32 files to the "Last Build" page on quantlib.org
I would urge everybody to take a look at the documentation for corrections,
additions, and general feedback.

In 2 weeks I would like to finalize the 0.3.0 release process.
