With regard to the setting Calculation = Manual/Automatic...
The first time you open a workbook in a given instance of
Excel, the Calculation mode is set to whatever value was
associated with that workbook when last it was saved. This
value for the Calculation mode persists for the remainder of
the Excel session unless it is manually changed in the menu.

behavior. To resolve the issue, you should identify the first
workbook that is opened (whether by hand or by some
initialization routine) when Excel is started, and determine
the calculation mode associated with that workbook.
