log4cxx changes / OH & QLA tarballs

Hi All

Please follow the link below for the latest prerelease tarballs for
ObjectHandler and QuantLibAddin.

Also please note that we now provide a zip file for log4cxx, this
includes a complete copy of log4cxx, plus some customizations to
provide a boost-compliant build process and other minor bug fixes.
The ObjectHandler documentation has been updated to reflect the
changes.
