Preparing for 0.3.2

Hi all,
        a few tarballs are available at http://quantlib.org/gm/ for you to play
with. Should any problems appear, fixes can be made on cvs on the branch
tagged "R000302f0-branch". Ditto for updating changelogs, todos and such.
