Strange. The toolset should be filled in by the compiler when opening the project, and should be deduced from the compiler version as specified in the QuantLib.props file (which is included by the projects).
Is it possible that the VisualStudioVersion variable is being set elsewhere on your work machine?

Other than that, sorry, I don't know if I can help.  As you say it does
seem that the problem relates to the installation of VS2010 on
that one machine.
