QuantLib-Swig with dev-cpp

Has anyone compiled the C++ portion (quantlibWrapper_ needed to
compile the c# assembly with dev-cpp?  I am having a hard time
configuring my project to provide the correct output so I can use my
C# compiler to generate the assembly.
