It seems like your SWIG version is too old. You can try again with the
latest one.
However, if you're using a QuantLib release and don't plan to modify the
wrappers, you don't need to create the wrappers yourself; they are
included in the distribution. Just uncompress the QuantLib-SWIG tarball,
enter the Python directory and run 'python setup.py build'.
